Also known as a candle snuffer, this pair of polished steel candle wick scissors resting on three feet and with openwork handles, is marked Hobday & Co. London, with the word 'Patent' surmounted by a crown on the blade.
Speckles were used to cut burnt candle wicks to prevent them from falling into the melted wax.
