François Joseph Picot de Moras was born on November 18, 1734 in Arc-lès-Gray, Franche-Comté. He was an infantry major and wore the decoration of the Order of Saint-Louis. The subject is shown seated, writing a letter. The Picot family coat of arms is present on the left of the painting, dominated by a marquis's crown and the family motto: Nullus extinguit (i.e. "No one extinguishes it").
The Picot de Dampierre, de Moras d'Aligny, d'Assignies & de Combreux family is a subsisting family of the French nobility.
The painting style suggests a provincial painter, probably from Franche-Comté.
