The composition is organized around a central medallion featuring a fortified map of Cherbourg, with its bastions, defensive works and opening onto the sea marked "Océan". Above, a large ribboned cartouche bearing the inscription "NORMANDIE" is surmounted by a shield with three fleurs-de-lis under a royal crown, framed by palms and ceremonial ornaments, asserting membership of the kingdom of France. At the bottom, a second medallion features the city's coat of arms, surrounded by military trophies of cannons, drums, flags and pikes, symbolizing the square's strategic and defensive vocation.
The whole is set in an ornamental frame with a black background, richly decorated with foliage, floral motifs and grotesque figures at the corners.
