Raoul SALAN was indeed the military governor of Paris in 1959–1960, and he left active duty on June 10, 1960.
A “farewell to the arms” ceremony was held on June 9, 1960, in the Cour d’Honneur of Les Invalides, during which SALAN did indeed present decorations.
In the photo, the general on the right is indeed wearing the three stars of an Army General. This rules out several figures one might initially consider, notably Jacques Allard, who was already an Army General in 1959.
The June 9 ceremony indicates that several generals were present, notably Jouhaud, Massu, and NOGUÉS (aged 84).
Among the generals who were still three-star generals in 1969 and who had reasons to be present at Les Invalides. Among the serious possibilities are, in particular:
. Paul Vanuxem, General of the Army Corps.
. Jean Olié, then Lieutenant General, before his promotion to General of the Army in 1962.
. Robert Loth, former Lieutenant General, and possibly other former commanders who had worked with SALAN in
Indochina or Algeria. 
General Charles NOGUÉS received a high distinction from the Legion of Honor from General Raoul SALAN on June 9, 1960, in the Cour des Invalides in Paris. General Charles NOGUÉS (1876–1971), former Resident-General of France in Morocco in 1942 and a general during World War II. On June 9, NOGUÉS was 84 years old. He died at the age of 95. 
General Raoul SALAN (1899–1984), known as the most decorated officer in French history, presided over this military parade shortly before he defected during the 1961 Algiers coup. He served as military governor of Paris from 1959 to 1960 and left active duty on June 10, 1969.
Based on the attached photos, the facial features and age match those of Army General NOGÉS, after reviewing photos of the other generals and their military careers.
