Charles-Philogène Tschaggeny, born May 26, 1815 in Brussels and died June 12, 1894 in Saint-Josse-ten-Noode, was a Belgian painter and printmaker.

Charles-Philogène Tschaggeny, born place Saint-Michel no 594 in Brussels on May 26, 1815, was the son of Frédéric-Guillaume Tschaggeny, a merchant, a native of Neuchâtel, Switzerland, and Anne Geneviève Celinie De Charvet, a native of Brussels and daughter of Charles Charvet de Blenod, tutor to Prince Charles Alexandre de Lorraine.

Charles-Philogène was the older brother of Edmond Tschaggeny (1818-1873), also a painter. Charles Tschaggeny married Marie Thérèse Josèphe Bonduel (1824) in Brussels on July 11, 1849, following a marriage in Great Britain on June 15 at the Catholic chapel of Sainte-Marie in the Chelsea district of Middlesex. They were the parents of painter Frédéric Tschaggeny (1851-1921), a pupil of his father, as well as Sophie Léonie Tschaggeny (1854-1911) and Ernest Edmond Tschaggeny (1857-1921), a banker.
