Georges Picard entered the École des Beaux-Arts in Paris in 1877, where he studied under Jean-Léon Gérôme for two years. In 1879, he collaborated with Paul Philippoteaux on panoramas that the latter executed in the United States. He exhibited at the Salon of 1888. In 1889, he decorated the Salon de l'Europe at the Monte-Carlo Casino and from 1891 to 1898, he executed the decoration of the Lobau Gallery of the Paris City Hall, depicting an allegory to the glory of Paris. In 1906, he painted the ceilings of the south pavilion of the Petit Palais in Paris. This was followed by a series of private and public commissions for a whole series of other ceilings. He was also an illustrator for numerous newspapers and books.
