A charming gouache on paper depicting the bustling activity of a small harbor on the English coast. The scene features several sailing ships at anchor, figures busy unloading cargo on a wharf, and a house overlooking the shore. The entire composition is rendered with great finesse in a delicate palette of grays, blues, and ochres.

With its topographical precision in the depiction of buildings, boats, and composition, this work evokes the style of William Payne (1760–1830), one of the most important English watercolorists of the late 18th century. As a draftsman for the Board of Ordnance at the Tower of London, Payne traveled extensively through Devon and Cornwall, where he produced numerous views of harbors, coastal villages, and seascapes.

The subject matter, technique, small format, and documentary style of this gouache bear strong similarities to his topographical works created between 1782 and 1790.

Current research suggests that this view depicts one of the small ports of Cornwall—notably Polperro, Looe, or Kingsand—regions frequently depicted by the artist.
