Jules César Denis Van Loo was the son of the famous history painter Carle van Loo. He won the Grand Prix de Rome in 1767 before moving to Rome to study at the Académie de France. He became a member of the Académie royale de peinture et de sculpture in 1784. He exhibited at the Paris Salon between 1784 and 1817.
A painter of landscapes, notably views of Italy, he lived in Turin between 1791 and 1794 (the Sabauda Gallery in Turin preserves several of his landscapes).
César van Loo specialized in snowy landscapes with ruined architecture, and was a great success with prestigious clients such as Louis XVI and Cardinal de Bernis (for the latter, he painted five views of Italy, now in the Musée des Augustins in Toulouse). Other of his landscapes are in the Louvre.
Our painting is close to a large late painting, "Effet de neige (Ruines de l'ancienne porte de Veroli dans les états du pape)", dated 1814. In fact, a reproduction of part of our painting, signed and dated 1815, has appeared on the art market (in 2019 at Tajan; hammer price: 1,500 euros).
