A painter of the Rouen School, Segers grew up in Belgium. He then studied at the Academy of Fine Arts in Brussels before settling in Nieuwpoort. During this period, he painted views of the city and the harbor and gradually developed his own distinctive style, a blend of Impressionism and Expressionism. This is evident in this large oil painting, in which a man is busy on the dock near a veritable tangle of boats. He settled in Rouen in 1914 and remained loyal to the city until his death.
