Pretty Silver & Vermeil Rattle Whistle, Floral Decor & Bells, Europe XIXth Century

A lovely rattle to hang from the cradle. Made frol solid silver, it is partially gilded with floral and geometric motifs. Equipped with a whistle at the end and small bells to make it jingle. Unfortunately, I have not been able to identify the hallmark on the handle ferrule.
Good overall condition, no break or major flaw, missing handle, mother-of-pearl or ivory, and one small bell. Everything is clearly visible on my detailed photos, please look at them carefully, I'm not hiding anything!
European working, most probably French, dating from the second half of the XiXth century or a little earlier...
