The artist, born in Chioggia, is documented and placed within the context of 20th-century Venetian painting; the Municipality of Chioggia dedicated an exhibition with an accompanying monograph to him at the Museo Civico della Laguna Sud in 2008.

The work depicts a view of Canal Vena from Ponte Vigo, one of the most representative sights of the city, as it marks the point where the canal opens the lagoon. Trained at the Academy of Fine Arts in Venice, Pagan focused his production on urban and lagoon views, with particular attention to Chioggia and Venice, portraying scenes of daily life, fishing activities, and typical local architecture.

The painting is signed lower right. The execution technique is characterized by a textured paint application with visible brushstrokes.
