19th-century Scientific Instrument Made Of Mahogany—to Be Identified

A very interesting 19th-century scientific instrument (perhaps nautical?) consisting of a mahogany-veneered top made of light wood and felt, resting on small adjustable bronze legs. The top resembles a large graduated protractor with two sliding rulers attached to the underside. The object is in its original condition and in need of restoration: there is a small chip in the mahogany veneer along the rim, one leg is bent and can no longer be unscrewed, a ruler is missing from the top, and the felt needs to be replaced.
