Roger Noël, Belgian painter, draftsman, and graphic artist, born in 1931. He studied at Saint Luc in Liège. Winner of the Darchis Prize in 1957. He worked for a time in Paris, Denmark, and Sweden. Avoiding all superfluous detail, his works exude sensitivity and are imbued with an atmosphere of refined simplicity. Listed in the Piron Dictionary of Belgian Painters. The watercolor, never cleaned, not dirty, is in very good condition, neither repainted nor repaired in any way; nothing shows up under UV light.
The mat is stained (see photo), but the watercolor itself is intact.
