César Bolletti was born in Genoa, Italy in 1914 and settled in Nice in 1935. Trained at the School of Decorative Arts in Nice, he developed a figurative style marked by the light and colors of the French Riviera. In her autobiographical account, "Only Hope Soothes Pain" (Flammarion-INA, 2022), Simone Veil mentions César Bolletti as having been a close collaborator of her father, the architect André Jacob. Simone Veil also gratefully mentions the solidarity of the Bolletti brothers during the Occupation, who sheltered her father and grandmother until the Liberation, despite their small apartment in Nice. From the 1960s to the 1980s, César Bolletti and his wife often spent their holidays in Limone Piemonte, where his works are still exhibited in the town's hotels. In 1975, he created the decoration for the Church of Saint Francis of Assisi in Nice. He died on January 9, 1995, in Roquefort-les-Pins (Alpes-Maritimes).
