Louis Fortuney was primarily a pastel painter. A friend of Rodin, they painted together in Cagnes-sur-Mer. A painter of the sea, he was not, however, a "naval painter." He received a commission from the state for canvases intended for the Ministry of the Navy. He painted numerous genre scenes, elegant women in the streets of Paris, and seascapes. He excelled in the pastel technique, which was very fashionable during the Belle Époque.
