Titled and signed on the back on a handwritten label: "On the Scheldt, Stormy August Afternoon – Romain Steppe".
Measuring 24.5 cm x 16.5 cm unframed, 31 cm x 23 cm overall.

Depicting a tugboat in the Scheldt estuary off Antwerp, painted around 1890.

Romain Steppe, 1859–1927, a Belgian painter of seascapes and river landscapes. He was a student of Joseph Van Haerde and Johannes A. Boland, and later of Isidore Meyers, an Impressionist and member of the École du Gris. He traveled and painted along the Scheldt, in the Limburg Campine, in England, Holland, and France. He settled in Antwerp, where he began exhibiting in 1887. Member of Als Ik Kan (1888). He created atmospheric scenes, most often in small formats. He was always careful to capture the changing effects of light depending on the time of day, the season, and the weather. His works are most often titled on the back on a detailed label. Works in the Musée de Saint Amand. The artist is listed in the Bénézit (with a sample of his signature), the Arto (with a photo), and the Piron. Listed on Artprice, Artnet, Akoun, etc...
