Born in 1887 in England, Rowley Smart studied at the Manchester School of Art and then at the École des Beaux-Arts in Paris.
A member of the Sandon Society in Liverpool in 1907, he founded the Society of Modern Painters in Manchester.
He fought in World War I alongside the French and upon his return, spent most of his time in France, while maintaining ties with his native country.
The city of Manchester organized a retrospective of his work in 1933.
A landscape painter, he was also an excellent draftsman, lithographer, and watercolorist.
This watercolor, rendered in a lively style, is characteristic of his talent.
