Victor Louis Cuguen was born in Pontorson, Manche. He exhibited landscapes at the Salon des Indépendants from 1922 to 1940. He settled in Toulon and became a member of the Friends of the Arts of the Var, participating in numerous exhibitions.
He painted lively landscapes of Toulon and its surroundings using a vibrant color palette.
