Born on July 12, 1928, in Ripky, a village of Chernihiv, Yuly Nikolaevich Yatchenko graduated from the Kyiv Art Institute (KHI) of M. Sharonov and S. Grigorieva in 1953. He has participated in national and all-Union exhibitions since 1956.
He is a member of the National Union of Artists of Ukraine, an Honored Artist of the USSR, and a professor.
More than ten solo exhibitions were held between 1971 and 2008.
He lives and works in Kyiv. He creates portraits, landscapes, and historical scenes. His works are held in Ukrainian museums and private collections.
