Pieter Balthazar Bouttats (1666-1755) was a Flemish artist, best known for his work as an engraver.  He came from a family of artists in Antwerp, including his grandfather Frederik Bouttats the Elder and his father Gaspar Bouttats, both engravers.

Bouttats trained within the family, learning the art of engraving from his father and his uncles Philibert and Frederik the Younger. In 1741 he became professor-director of the Academy of Fine Arts in Antwerp, a position he held until 1755. He was also dean of the Guild of Saint Luke in 1745-1746 and, after the separation of the Academy from the guild in 1749, he was counted among the former deans in office who established its rules.

Bouttats' production focuses mainly on burin and etching. Among his best-known works are portraits of illustrious figures, such as Empress Maria Theresa, her mother Isabella Christina de Brunswick and her sister Maria Anna Archduchess of Austria. He also produced devotional prints and book illustrations, collaborating with several bookshops and publishers.

In addition to engraving, Bouttats occasionally devoted himself to painting. This painting is a rare example of his ability in this field.

 His inspiration is inspired by the landscapes of Jan Brueghel the Elder and Jan Brueghel the Younger, with which the Bouttats family had a certain artistic affinity as well testifies The Garden of Eden realized by Frederik the Elder (now preserved in the Royal Trust Collection)

 The present landscape wants to evoke a later version of paintings such as the Landscape with mill and boats of the Williamson Art Gallery and Museum, Birkenhead and the Sword Gallery of Rome by Jan Brughel the Elder or the view of Jan Brughel the Younger of the Musée des Beaux-Arts de Valenciennes. 

The landscape described here fits well into the Flemish landscape tradition. It is a panoramic view where the raised point of view allows a sharp look at the countless characters depicted, taken in their daily chores. Characteristic is the windmill that dominates the river scene, where described there are some boats and a quiet shore occupied by some houses.
