This painter, Emmanuel Costa, was born in Menton in 1833 and died in Nice in 1921. Emmanuel Costa was in Panis and its surroundings and he exhibited in Nice in 1853. He is a talented watercolorist. Many of his works can be found at the Massena Museum in Nice.
