This is a work by the painter Paul Balmigère (1882 - 1953), born in the eastern Pyrenees in Caudiès de fenouilledes.
Paul Balmigère exhibited in many Parisian Salons where he received prizes: Salon des Indépendants, Salon des Artistes Français. He practiced his art on many subjects, Paris, the Mountain, was part of the Ecole du Crozant, but he mainly painted his native south.
