Spectacular tray or medallion in silver metal repoussé and chiseled with floral scrolls, medallions and a bird in the center

Mounted on a burgundy velvet panel and framed (silver painted wood)

Nice old work and in very good condition!
NB: Not removed from the panel.
I do not know the original use (probably decorative?).

I rejected the hypothesis of a buckle ...
